The war on terrorism is clearly a metaphorical war

The administration wants to use more than a war metaphor. Even though this action cannot be fought as a war, they want the power and lack of accountability that might be acceptable if this were really a war.

It's a problem that can be managed -- once we can manage it, then we can declare a sort of victory.
Once again, this is a prescription for fighting crime, not waging a war. This is the same kind of deceptive wordplay used to define Saddam as a terrorist, when he was in fact a rather ordinary despot as despots go.

There are real concepts that were formerly distinguished by these words. It does not do the country or international relations a service to reduce literacy to Bush's level.
