Mowing and then a harrow or disk to break up the ground. I'd look for an IH 500 series which had down pressure on the rear hydrolics. You could also look at a 706 IH, no down pressure but a stout tractor. The N series Fords and the M series IH are good old tractors and still can get parts but the cost is outta sight as they are used as mowers.
