There are several reasons why I think 9/11 would not have happened had Gore been elected instead of Bush.

Bin Laden prior to the launch of the first Gulf War was lobbying the Saudi government to arm fighters who would side with Iraq. Instead, the Saudis, when shown, by the first Bush Administration, false satellite images of Iraqi troops gathered on its borders, sided with the Americans--and even allowed the American military to use its territory, land which Bin Laden considered sacred and off-limits to US troops.

Keep in mind that Bin Laden knew a lot about the Bushes, given the historical family business connections between the two clans. I think it's safe to assume that Osama did not like George W. Bush, due to all he stood for, at all.

I think the Twin Towers and Pentagon Al Qaeda targets were reflective of both economic and military symbols, symbols which Bin Laden hated. And Bush, given the reality to his background, represented both images center square.

There are some who argue that the US, under Bush, boycotting some of--but not all of--the proceedings surrounding the World Conference Against Racism, inflamed Bin Laden since many Muslim concerns were being addressed at that conference, and thus this could have served as a trigger factor to put in motion the events that ultimately became the 9/11 Day of Tragedy.

And then there's the quality of Bush's capacity to read or properly use intelligence for the good of the nation, as opposed to the good of his own political concerns or his want to grease money deals for those insiders who paved his way into the presidency. Enron, for example.

Bush, shortly after assuming the presidency, had revived the Enron Afghanistan pipeline deal negotiations with the Taliban. He even gave the Taliban millions of dollars (I think 45M) in aid money. Apparently, while these subterranean-type deals were being negotiated the CIA was curtailed from fully examining the Afghanistan region, that there was an intelligence block on this area of the world. Unfortunately, for all Americans, this happened at a time critical for evaluating what OBL was up to.

Understanding even some of the above is telling and perhaps explains why Bush is so uneasy about the 9/11 Investigation and has reluctantly embraced it virtually every step of the way.

There's also gotta be a reason why this Commission is so ill-funded, compared to the obscene amounts of money heaped into Clinton's sex-scandal investigation. I also find it interesting that the Bush favorite-packed Commission investigating wrongful intelligence on Iraq can't even get going (hasn't met yet!), when the exposure of Janet Jackson's breast got immediate attention. Sumthin' wrong with all the pictures--lol!

Anyway, it's my thinking that Gore would have had none of the baggage that burdened Bush due to the hated family ties; that Gore wouldn't have been so heavily influenced by Enron; and that Gore ultimately would have handled that world conference against racism very differently.

But this is a mighty game of What-If, and nothing can be certain.

My thinking is not cast in stone, and I'm willing to wait for the 9/11 investigating commission to finish its task in order to add its findings to my own understandings and intuitive leanings. Come what may.
