Striking first and striking hard? This is the new Bush administration strategy, which seems as if it should be worthwhile, But I wonder if anyone has actually gamed this out to see how it works in the long term? Yes. Evolution has gamed it out. Aggressive species push the less aggressive into marginal niches. Engineers "game it out" using genetic algorythms. I saw an example of this in a patent the other day. I don't have time right now to find it. Look up US patent 5,817,992.
