The type of explosives confiscated from the ETA was not even close to the type used in the attack:

But the MO was VERY similar to what happened back in December. So while the type of explosive might easily very based upon availability, the method of attack is often quite linkable to a specific group's MO.

On Christmas Eve, police found a 55 lb bomb on a train headed to Madrid. A second one of about the same size also was seized. Two alleged ETA members were arrested.

Thus, ETA tried to conduct an attack back in December using the same method and it would make sense that any initial analysis would assume that the Madrid attack was a repeat performance..
