No you are lying. GOP Senators Shelby and Specter both backed the same spy satellite cuts Kerry did. JK wanted less money in the air and more on the ground where it was really needed. Human intelligence, something we are sorely lacking. The Bushies are misinforming the public as usual. JK is anything but weak on counter-terrorism or intelligence. OIn fact JK was warning Bush and clinton about possible 9-11 type attacks in 2000. Also, keep in mind many of the cuts in those days were of old out-dated Cold War programs which were exopensive and no longer made any sense. the GOP championed such cuts by calling them "the Peace Dividend". Cheney himself boasted of many peace dividend defensde cuts in his time at the DOD. All Americans supported such cuts.
