draft is a very far reach.. i expect we are staying in Iraq and building bases to be close to Iran etc. They will be way out in the desert (now i am far reaching). We will pull more troops out of germany and South korea , closing those bases and establish new bases new Russia, and mid East. There is no need for our military be stationed in Europe. We should pull out of those countries , let their own economy support security etc. The only exception would be places that we required for the navy like Italy etc in med. I wonder if we are told to pull out of spain next.. I expect we may have a base there.

when we pull troops out of Germany and South Korea we should be able to use these troops for further rotation in Iraq. Also the penatgon has a structural change going on to remove military from the clerical and maintenance duties and outsource those duties to the public. this will provide more military for required positions. I do not see a draft in the immediate future.
