WSJ page A5 had an article this morning with an email from Scully to Foster telling him specifically not to release the REAL numbers, and threatening dire consequence for insubordination. The admin even cherry picked the numbers, claiming a higher participation in a Premium program to make the bill look more beneficial, but then using lower participation to make the cost look lower.

Another Bush lie, this one to Congress.
