Yes, and as the article points out, they have been doing this for 20 years.

It is not at all unthinkable. Listen to the candidates talk about many issues, and you will realize if you take your blinders off that both sides are pulling a con.

It is hard for me to believe that our own Govt. would be deceiving our senior citizens who are often the victim of con artists.
Our own Govt. as a con artist is unthinkable.
