Here's the connection. Poor grade 7-12 science teachers ----> reduced interest in science by students about to enter university ----> fewer people majoring in science as undergraduates in university -----> fewer people going to graduate school in science to get a Ph.D. It seems to me that the connection is quite strong.

When I was in middle school and high school, science education was a subject taught by the sports coaches for extra money. Very sad.
