Resolving the Israeli/Palestinian issue doesn't bring the ME into the 21st Century. It is a symptom not the cure. The Arabs would sit around and have a nice cup of tea if, in the best scenario for them, they were able to push the Israelis into the sea, as they have tried to do for 50+ years. After tea they would still be in the same economic boat, with the same leaders that have been unable to help their country's populace find their place in the modern world, which is moving pretty fast these days.

A democracy such as Israel, even if you grant it is quasi-theocratic, is still obviously superior for the economic welfare of it's people. That alone will be enough to envy and eventually hate, even if the borders were agreeable. Arabs need to look in the mirror to find their worst enemy. Actually most people do. Blame Jews, blame America! If we had gone nuclear 50 years ago for power generation the middle east would be arguably worse off. They have squandered much with their poor leadership and squabbling amongst themselves.
