That's one way to characterize it.

Another might be that, since it was certain to pass... it was a protest vote in favor of fiscal prudence --- since everyone seems to want to run the war on credit cards, while having their domestic perks too....

The guy who votes for the war expenditures, and votes to pay for them... or the guy who votes for the war expenditures --- but doesn't want his own ox gored, and will only vote for it if it's out on the 'credit card', and let for the kids to pay?
