It's an interesting story, thank you for it, but it doesn't relate to this subject. It's a condition of getting a driver license. For a period of time they must have insurance. That's a period of coverage. If someone is here illegally, he has already found a way to skirt the law. If you want to take that position then the illegals can already get driver's licenses. ....perhaps the point is that if we can't control the borders [which we haven't] and there is motivation to come across the border there isn't much you can do other than to figure out how to deal with the illegals that are here. While it may not be the responsibility of the border States to control the borders, there is nothing that stops them.....CA, TX, FL can hire all the State Troopers that they want [at taxpayer expense] and line them up shoulder to shoulder, 24 hours a day; dig a 50 ft. trench and fill it with water and piranha and water, build a wall...guess what, the businesses want those illegals and I dare say the people of CA and TX want them also. They want them to dig through the hard clay in their gardens during the summer heat for a quick $20; they want them to work in the fields and the poultry factories and the mills...they want them nailing the roofs of their new houses. If you want to rid yourself of the illegals eliminate their jobs. And to get rid of the jobs you have to go after those that employ them. You'll pay more for your produce, your poultry, your housing but you'll get rid of the illegals. Eventually, the unemployed factory workers will work their way down to fill those jobs. jttmab
