Steve: I am probably the ONLY person on this thread that served on the MINI GRACE Commission. I ASSURE you through PERSONAL AUDIT and OBSERVATION that you are totally correct. I am absolutely convinced that ANY govt program includes at least 25% waste program. Even worse, we will never know, cause the govts books are UNAUDITABLE. I dont mean they wont let us, I mean WE CANT. I could go into great discussion on this but frankly I just dont have the time. I dont know the solution cause its SO PREVALENT on EVERY GOVERNMENT LEVEL from County up through Federal. jdn
