My understanding is that a lot of people - 1.x millions(don't remember exactly) have given up on looking for a job, so they drop out of the labor market, thus uncounted in unemployment rate.

Call your job center...they will explain this to you.
People do quit looking, sometimes permanently, othertimes they will resume at a later date.
