They'd certainly be near the top of the list anyhow. Not only do they have the political connections and the dollar motive, they also have ties to private mercenary forces made up of ex CIA types. You also have James Baker III of Carlyle Group who was commissioned by Cheney to set up the think tank that came up with the scam to use bogus claims of WMDs to attack Iraq for their oil.

On another similar note, I saw a recent article that mentioned HAL revenue from the Iraq invasion is running a billion a month. The interesting part is most of the services they provide are things one would normally consider to be the military's job, without billion dollar a month outsourcing. I've lost track of how many investigations are currently pending against HAL.

After awhile, it gets hard to figure which players provided hands on assistance, and which acted as vehicles to launder the money out of the public coffers. Calling it a "coalition of the willing" is probably pretty close.
