One program USUALLY can be audited, as there are rules set up when the program is enacted, and presuming they followed the rules, an auditor can perform his audit. What he cannot usually do is prove misappropriation of funds if there was collusion involved and no paper trail to follow. Apparently in this case there is a paper trail and it was found IN IRAQ. No one on the UN side likely even knew such existed. But, we will have to wait and see if they decide to go full blown after this or let it slide for the sake of the UN. jdn
