Eric, I have heard that same complaint here in WA State but it is not true. All state gas revenues go to highway construction and maintenance. The State Constitution requires it. We need a federal law in the US to the same effect because the Government raids the gas tax trust fund just like they raid the Social Security account.

Two MAJOR problems with taxing fuel.

So...............don't tax it. Let them just carry on their merry way.
