The Iraqis we are recruiting to run the Police and Military are going to be much more motivated to go after them than fellow Iraqis who were Baathists. Especially since they are mainly killing Iraqis. The Terrorists also have a much harder time motivating their people when they are sending them out to kill fellow Muslims, even if they are of different sects.
