The name of the game is to look for motivation. Cui bono? or "Who benefits?" in the parlance. Who benefits from a police shakedown of the high schools. Obviously the police gain employment. And a sense of power. And what would a different perpetrator have to gain by typing in a false report via an "Internet relay service"? Probably a sense of thrill at tweaking the system, and a sense of danger at the prospect of being found out.
