OBL and Saddam weren't even friendly to each other, let alone being complicit with one another. Saddam was a secular dictator who had very liberal social policies -- something that the fundamentalists wouldn't tolerate. OBL must actually thank Dumbya for doing what OBL and AQ couldn't do i.e. to get rid of Saddam and open up Iraq to the fundamentalists.
