So what would you do about it? Would you have dozens of pumps at the gas station so you could choose for yourself? Or would you have a referendum where the voter picks the one or two to be sold? What would you do? And if the majority of consumers/voters opted for leaded gas because it's cheap and powerful, would that be ok?

Now wait a minute. The consumer voted for Congress, and Congress passed the laws. The voters wanted clean air.

You don't have any right to pollute in violation of the Clean Air Act and the Clean Water Act. Nobody does.

How cleaning up the air is accomplished, as Kholt explained, can go several ways. The EPA will let the states regulate as long as the states comply with the various acts. And the state regulators are hired by the people you vote into office, as well, at the state level.
