Many of the bills have attachments which will make many vote against the bill. It doesn't mean they are not in favor of the basic premise of the bill, but are against many of the "riders" that make it unacceptable.

Example: The Republicans passed many welfare reform bills that were passed to CLinton and he vetoed them because they had a anti-abortion rider attached. The GOP would in turn claim that Clinton was against welfare reform...............basically it was a political setup. FInally, they got a bill passed that was palatable to both parties but not before many political games were played .
