These firefighters seems to have gasoline pouring out of their hoses. Neither Bush (nor Sharon, nor Putin, nor the Hindu Nationalists) have had any success, putting out fires. The killing goes on and on, and the decades stretch into generations.

The counter-terrorists say they are trying to make peace (not now, but always in some future that recedes endlessly away from us). So they make war forever, in pursuit of a peace that never arrives. The road to hell is paved with the counter-terrorist's good intentions.

distinguish between the arsonist and firefighter

In criminology, it's a well known fact that there's a unusually high rate of arsonists among firefighters.
Some of those arsonists gets detected because they are so keen on firefighting.
