Jeb Bush's voter roll scrubbing in 2000 was plain old cheating. it wasn't the counting, it was the scrubbed voter rolls themselves. Very tricky huh? And not proven until after the deed was done, GW was celebrating and the US press therefore deided not to start a civil war. For some reason Gore backed off it too. BTW: Everyone in Europe knows about this and that's one reason they don't trust Bushies. Cheaters and liars are not trusted.
