That article is nearly a year old. No way will we cede power of our armed forces to some world order institution like the UN. Get the French and Germans geared up again. They have big opinions but little will to act.

Therefore he is an Arab since in Egypt they speak Arabic.

The term Arab can in common usage mean someone from Arabic speaking countries.

One does not have to be from Saudi Arabia to be considered to be an Arab.
