The invasion was planned by a career military man. The speed of the invasion was an asset. Maybe things could have been handled better after the governments fall - maybe not. That was a situation with a lot of unknowns.

RE. UN security:

UN officials also had asked US administration in Iraq to remove troops and other security measures from around the compound, because they did not want to be associated with the military occupation.
