Kerry has explained his vote against the 87 billion over and over again. His vote against the 87 billion was not a vote against the troops but a vote against how Bush was conducting the war.

Bush folks started by estimating that the war would cost 1.3 billion. We know that is not correct and that he lied to us on that.

Not only is Bush losing the support of some in Congress like Kerry and others who voted for the war, coalition partners like Spain is threatening to pull out of the coalition if the UN in not invited to participate. Other coalition partners are questioning the path this is taking etc. etc. Bush's statement that he would rather be fighting the terrorists in the streets of Iraq than in the streets of the US has angered the international community since it portrays Bush's disregard for innocent Iraqi lives lost. The international community was sympathetic to the innocent US lives lost in the WTC attack. Bush had an opportunity to build on that international sympathy towards the US, but he has failed to do so and instead made them angry at us with such statements.

So Bush has bigger problems than just Kerry.
