Somebody refresh my memory, but didn't we establish the no-fly zones (without any UN mandate, btw) in order to protect the Kurds, the Shi'a, the Kuwaitis and the Saudis?

Is Bzrezinski really claiming that Saddam was so defanged that the Iraqi Army no longer represented a threat to any of these populations, had they been unopposed?

Because we gave Saddam time to ship his weapons to Syria, now everybody and his brother are claiming he was an innocent lamb. While whining about the dishonesty of the other side.
