Some parents, many more than I'd like to admit, have failed their kids. When it comes to consulting their parents about abortion, drug problems etc. I'm sure that a main driver to the fear kids feel is retribution. I believe that feeling is is both important and good. My son had better fear coming home at age 16 and telling me he's going to become a father. The discussion that follows wont be because I don't love him but rather just the opposite. But the day a teacher drags my 16 year old kid down to an abortion clinic without my consent is going to be the beginning of a bad life for that teacher. The law will either back me up in court or I'll become the law with that teacher. Bad parents will always be a problem but I don't think the public school system has any business getting involved in the above mentioned issues UNLESS they have proof of an abusive home life.
