Shrub is a pathological liar. It's much easier to go ahead and think of everything he says as a lie. Then pick the few true things out of that. It saves time. The only way that everything Shrub does and says is consistent, is to understand that he doesn't care one whit about the US or the American people. He only cares about himself, his bank account, his family, his friends and his friends corporate friends. That's it. That's the guy who's gutting the US Treasury, destabilizing the world and erasing civil liberties.
