So the Republicans like Trentt Lott and Haley Babour started stealing under the Clinton and stopped it during the Bush Administration. And Bearcat wants to blame Clinton because it started under his watch!!

Geez, let us see if Bearcat's house got burgled, then he should be blamed and not the burglar?
