That Bush is no longer in charge and has lost control to the non elected hoodlums in the White House is evident from Bush's inability to find out who from his own office leaked the names. Another instance of how ineffective he is.

Likely Cheney's office outed Valerie Plame/CIA agent. That's why they're dragging their feet. They cannot give up Cheney or Cheney's top lieutenant. The charge here is high treason.
