Here are two Bush administration international initiatives:

1) the Council on Democracies (or Democratic Caucus)

2) the Proliferation Security Initiative

As these initiatives show, the Bush administration displays the ability to exercise postive leadership in international affairs.

Re. Kerry's foolish comment. Psst - there weren't actually any foreign leaders who privately endorsed Kerry. (Though two have endorsed him since the issue arose - Zapatero and Mahathir. Both bad for Kerry.)
Kerry's been running for President for some time and hasn't been exposed to any foreign leaders - in fact he hasn't traveled abroad since 2002. The whole thing makes Kerry look bad because it is such an obvious example of boastful BS. Plus it makes Kerry look bad because a Presidential candidate shouldn't have to look overseas for support.

Re. The foreign press is all over Bush for his Iraqi policy. The foreign press is largely irrelevant in US politics. If anything, being attacked by foreign press is a slight positive for Bush.
