I believe that's the master instruction or the roadmap for the newly-elected US president for his next four years. The US presidents in the recent decades have been following the blueprint very well as we can see. And Bush is regarded by the group as the most cooperative US president to date on the Middle East affairs, including the Iraq war decision, of course.

The article is informative and well worth reading, IMO.
