As for American civil liberties, you can be sure there are plans in the Bush Administration to call for a national emergency and suspend all rights, including elections, under the "right circumstances" Kind of depends on the circumstances, doesn't it? After all, Lincoln suspended habeus corpus in the Civil War and we don't usually think of Lincoln as a monster of human rights abuses.
