I still dont see any evidence that anything has been privatized Boris. I think a plan for the day after is wise thing to have and privatizing certainly is one way of attracting the required foreign capital.

The point to be understood is that no American company is going to invest a penny in Iraq unless they are sure their contracts are being negotiated with a sovereign Iraqi government that appears to be capable of surviving for long enough to recoup the investments. Multi-Billion dollar investments require a long payout time.

If the Iraqi's dont privatize their assets they will have to negotiate production sharing agreements to attract investment. It means the investor owns a certain % of the production. This happens all the time.
