Art, I don't know where that quote come from? but it is very misleading and untrue.

It is true that the Chinese gov. has not emphasized on the union development among the private sector during the last 2+ decades, it does not prevent them either. In some cases, it actually call on the employer to change the rule not to allow union organization. Here is the case with Walmart in China.

Labor safety issue - I agree that China has a long way to go comparing with developed countries. But it has NEVER denied its citizens safe working conditions. A lot of regulations on safe working conditions are there, but the capitalists refuse to follow them because they want to maximize their profit, and the government has so many more important things on their hands, so they have no resource to enforce all those regulations.

Minimum wage - In some province, like Guangdong, there has been minimum wage standard for a couple years already. In Beijing, it has been adopted from 1994. And from March 1st, 2004, China starts to enforce minimum wage NATIONWIDE. The amount is calculated on a complicated formula:
