I'm not an authority on the subject but I think there is such a thing as International Law. Certainly other people think so. As I mentioned previously, the so-called rules of war are embodied in the UN Charter to which most nations are signatories, including US, UK and Israel.

Principle Vl of the Nuremberg Charter states:

The crimes hereinafter set out are punishable as crimes under international law:

ii.Participation in a common plan or conspiracy for the accomplishment of any of the acts mentioned under (i).<<<
