The terror threat was clearly rising during the Clinton years -- that is why his Administration was more sensitive to it as an issue. Berger's files held little interest for Rice, who was more focused on Russia -- her area of expertise. Was Clinton effective against terrorism? That is debatable. Certainly more needed to be done. But when Bush was elected and put his team together they were blind deaf and dumb to terrorism. Rice's failure to read the briefs and files from Berger was reported directly after 9/11. That will all surface again as we get official reports -- after the election of course so Bush can avoid any consequences. Bush was asleep on the job -- and so was his national security team. When 9/11 occured, the knee-jerk reaction was 'great, lets use this as a reason to invade Iraq'. I did not think much of Gore. I cannot say what Kerry would do. But I can tell you this -- Bush has not been honest about Iraq and his credentials in fighting terror are as shabby as his excuses for avoiding military service in Vietnam. Young American men and women die daily in Iraq because of his Presidency.
