I think so. Saddam was doing fine during the sanctions period - building new palaces, using the oil-for-food program to bribe opinion leaders around the world, using the suffering of the Iraqi people for propaganda purposes. And he was working to get sanctions ended on his terms, offering sweetheart oil development deals to French, Russian, and Chinese companies - deals that would only be consummated if sanctions were ended. That's why those countries were so insistent on protecting him - they had a lot of money in future deals riding on the survival of his regime.
