Ah we had surpluses because we had the internet bubble and all of the economic burst that went with it. Then it went bust. Capital gains turned into capital losses. That is one of the major shortfalls in California - surely you know that!

Farm subsidies initially were started to ensure that we always had plenty of food produced in case of war, abd that food remained less costly. The program has become a mess. There is so much money available...for free, it is ridiculous, and has harmed our productivity by supporting small farms that tha otherwise would not exist except for the government handouts. These farmers actually work at another job and receive the subsidies too.

I bought two farms a year ago and was amazed at how much money the agents wanted to hand out to me for studies...
I have not accepted a penny.
