Government and business priorities are reshaping the country, says Matei Mihalca

China’s National People’s Congress, formally the highest organ of state power in the country, ended its session for 2004 last week with a rearrangement of the country’s economic priorities.
The goal is now ‘balanced development’. Pockets of prosperity are no longer enough. China’s economic geography has been changing anyway, as business has pushed growth northward and inland, but the government’s new agenda endorses the trend and enshrines it as policy.

This is but the latest step in a process of periodic readjustment on the part of China’s central government
