I have not heard anybody accuse this Administration of having prior knowledge of 9/11 and failing to act on that knowledge. The issue is that the Administration did not take the "general threat" of a impending attack on the homeland very seriously. That hey were not so serious about the Al Qaeda even after 9/11, and that they were preoccupied with Iraq instead is borne out by 2 top Bush officials: Clarke and Paul O'neill.
