Ashcroft is eager to curtail civil liberties in the name of fighting terrorism - but a hard man with a buck.

The more that the war on terrorism appeared to cost, the less likely the compassionate conservatives could achieve their goal of continuing massive tax cuts for the rich. No billionaire left behind.

There is also a large constituency of political donors - to both parties - who are not unhappy to see the FBI pulled off it's regular duties. The FBI hires a lot of accountants, and many of these donors sleep easier knowing that the FBI is not examining their accounts.
