Sorry, you are wrong. I like to think that President Clinton prevented genocide from taking place in Kosovo (as in preemption). But to say that genocide was taking place, and NATO stopped it, would (at least from a liberal perspective) be wrong. Also, Kosovo was a NATO action, Europeans were involved.

Europeans were also involved in trying to stop the genocide in Bosnia - they just did a lousy job.
