"Believe" is a key word when reading SEC filings or AP articles quoting "senior officials". For all practical purposes, it has been legally designated as a word which allows a person to lie through their teeth with complete immunity from any kind of liability. For a comprehensive list of words that fall into this category, pull up any SEC filing, or most corporate press releases. In press releases it's usually at the bottom. In SEC filings it's usually toward the top.

It's all part of the propaganda. There's no intention to catch anyone. The program is intended to show it is necessary to launch multi billion dollar operations to catch these super beings, known as terrorists. Otherwise, the war profiteers would be forced to sit on the sidelines while garden variety police work, such as that used to catch the highway sniper, took care of the situation.

Joe six pack is glued to CNN, tossing back a cold one, and knows deep in his heart that the operation should have been bigger and more money should have been spent. After all, if it took a couple hundred billion to catch Saddam Hussein, who wasn't a threat, just think about what it's going to take to catch someone really scary.
