"But he certainly appears emotionally unbalanced.........."

And?

Why should I give a rat's ass whether the ruler of Iraq was "emotionally unbalanced"? What am I to do, try to gauge the "emotional balance" of every tinpot dictator in the world and overthrow those who do not measure up?

I imagine it would be quite a task to find a dictator who WAS emotionally balanced, it is not a quality that is terribly helpful to dictators, as opposed to a willingness to slaughter your opponents like pigs.

Maybe we should make every dictator appear on Oprah and let the audience decide if he is sufficiently emotionally balanced. He could tell his tales of an impoverished childhood and friends who didn't really support him, and parents who resorted to corporal punishment, and how he has always felt like a woman trapped inside the body of a man, then Oprah would give him a hug and send him to a 12 step program for totalitarian dictators, where he could get in touch with his inner child. Then they would bring out refreshments and everybody would engage in a group hug.
