More like lying than exaggerating. The word "homeland"* as a reference to the U.S. has always struck in my craw, and you are right it was never used before 9/11.

*The proper use of the term "homeland" is when an immigrant uses it to refer to his native country. For example, an Irish immigrant may use it to refer to Ireland. For a native American to use it to refer to the U.S. is asinine.
