The reality is that you can't have a preemptive "front-field" offense unless you know who you are trying to take out. It's fine to talk tough, but it's intellectually lazy to talk about taking out the terrorists when it's not clear who or where they are. This is going to take some old fashioned gum-shoe work, not top-gun work.
